The Forum on the National Action Plan on Sustainable Use of Plant Protection Products (NAP) is a panel of all interested parties within the plant protection sector. Its purpose is to survey the progress of the NAP and to work on propositions for its advancement. Within the Forum, NAP working groups were constituted to deal with special questions within general plant protection. Their results were presented to the Forum NAP for further discussion. When indicated, the NAP Forum gives recommendations to the German Federal Government . The working groups "Plant Protection and Water Protection" and "Plant Protection and Biodiversity" were installed permanently. A working group "Research" was implemented to develop a research agenda for the National Action Plan.

The Federal Ministry of Food and Agriculture convened a Scientific Advisory Board on the National Action Plan. The Advisory Board members were appointed for the first time in February 2015.
